Jason Reimer serves as the Managing Partner of Elevated Strategic Solutions, a full-service business strategy consulting firm that leverages a forward-thinking approach and creates cultures of collaboration, empowerment, and community engagement, while drawing upon diverse experience across various domains to offer novel perspectives and measurable impacts. He is an award-winning executive leader with 15+ years of experience in leading multimillion financial, legal, and start-up organizations by combining a definitive strategic vision, data-focused financial sustainability, and relentless spirit.
Bruce Beatty
Board Treasurer
Bruce Beatty is the Senior Director of Enterprise Data Management at CSL Behring, a global biopharmaceutical company, where he has worked for 30 years in roles in finance and supply chain. Bruce has been involved with the YMCA Youth & Government since 1979, assisting both Illinois and Pennsylvania’s programs. He currently volunteers as the State YMCA’s Board Treasurer and as a logistics coordinator for the annual Youth & Government conference each spring. Bruce is also a proud recipient of the Daniel B. Strickler Service to Youth Award.
Doug Gellatly
Board President
Doug Gellatly began his career managing a mini-warehouse business and, for the last 20 years, has owned Londonderry Storage in Londonderry Township. Eight years ago, Doug launched Greenlin Pet Resorts which has multiple locations and is now the CFO of The Vineyard & Brewery at Hershey. Doug is a long-time volunteer of the Youth & Government program at both the club and state levels.
John Fabian
Board Member
John is a Portfolio Manager, Family Wealth Advisor and second-generation Financial Advisor at The Rockville Bridge Group. His results-driven approach includes the development of a tailored wealth plan and a commitment to ongoing education He enjoys guiding individuals and families as they solve their financial challenges, so they may enjoy their wealth and leave the legacy they desire.
Johnny grew up in a household dedicated to helping families achieve their financial goals. His father, a successful advisor for 35 years, inspired Johnny at an early age to pursue a career that combines his fascination for the markets with his inherent desire to help others. Johnny attended Penn State University, where he earned his B.A. degree in Political Science in 2007. Upon graduation, he joined his father’s practice and has been an integral member of the family business ever since.
Throughout his career, Johnny has remained committed to professional development, earning important certifications at Morgan Stanley, including Portfolio Manager and Family Wealth Advisor. These credentials demonstrate Johnny’s commitment to a world-class client experience.
Born and raised in Harrisburg, Johnny and his wife, Jenna, recently built their forever home in Susquehanna Township, where they live with their two daughters. A firm believer in giving back, Johnny is the President of the Hanna Education Foundation and a former school board member for the Susquehanna Township School District. He is a founding member of the Hill Society and a former President of the Capital Region Chapter of the Penn State Alumni Association. Outside of the office, Johnny has many passions, including golf, home improvement projects, cooking, winemaking and reading – with a sweet spot for history and biographies.
Ted Mowatt
Board Member
Ted is very well known and highly regarded in the Pennsylvania Capitol, and is a second-generation lobbyist and association executive. He provides procurement services with various agencies for clients. Mr. Mowatt brings more than twenty seven years of professional experience as a Government Affairs Director for the Pennsylvania Optometric Association, and with Wanner Associates since 1999. He also served as President of the Pennsylvania Association for Government Relations, an annual contributor to the State YMCA. Ted is a 1983 graduate of The Pennsylvania State University with a Bachelor of Arts in Political Science. He has been volunteering for the Youth & Government program for over 20 years and is a proud recipient of the Daniel B. Strickler Service to Youth Award.
Amber Benzon
Board Member
Amber, Owner of Entresol Strategies, began her career at Greenlee Partners and working alongside some of Harrisburg’s premier veteran lobbyists provided the best lens for perceiving Pennsylvania politics – engage fully or get left behind.
Representing some of the most innovative companies in healthcare and energy paved the way for the rest of my career, including an invitation to serve on Tom Corbett for Governor’s Energy & Environmental Policy Advisory Committee.
That foundation also led to a senior staff position at the Pennsylvania Department of Health under the Corbett Administration.
She transitioned back to energy after that, spending almost nine years as Director of Government Affairs for the Marcellus Shale Coalition, advocating for natural gas and energy infrastructure development and the associated manufacturing, petrochemical and power generation opportunities.
Throughout my career, she has represented companies and interests spanning many industries, including energy, pharmaceutical, biotech and education. She’s advocated for working men and women across the Commonwealth, nonprofits and Fortune 500 companies. The one thing they all have in common is the need for bold, powerful advocacy rooted in strategy that delivers.
Tim Defoor
Board Member
Timothy L. DeFoor was sworn-in as the Auditor General for Pennsylvania on January 19, 2021. He previously served as Controller for Dauphin County. He is a retired Special Agent with the Commonwealth of Pennsylvania, Office of Attorney General and Commonwealth of Pennsylvania, Office of Inspector General.
Timothy is a graduate of Susquehanna Township High School. He holds an Associate of Arts Degree in Para Legal Studies from Harrisburg Area Community College (HACC), Harrisburg PA; a Bachelor of Arts Degree in Sociology/History from the University of Pittsburgh, Pittsburgh, PA; and a Master of Science Degree in Project Management from Harrisburg University of Science and Technology.
Past leadership positions Timothy has held are as Chairman, HACC Multicultural Advisory Committee and as a Trustee, Hanna Educational Foundation. He has also been honored for his service by, the National Organization of Black Law Enforcement Executives (NOBLEE) Central PA Chapter, Law Enforcement Officer of the Year; Special Recognition from HACC for service to the Multicultural Advisory Committee; HACC Outstanding Alumni Award; HACC Distinguished Alumni Award; Named to the HACC Circle of Distinction.
He currently resides in Susquehanna Township (Dauphin County, Harrisburg, PA).
Ben Dannels
Board Member
Ben is a graduate of York College of Pennsylvania, and his roots in York County and his family’s insurance business run deep. His knowledge and love of local politics brought him to Greenlee Partners, first as an intern and then after a stint at the Chesapeake Bay Foundation, back in 2016, as an associate working on a wide variety of issue areas including health care, the environment and insurance.
His work on environmental issues both at the Bay Foundation and later with the Coalition for an Affordable Bay Solution utilized his unique talents for bringing adverse interests together to talk about solutions that are in the best interests of all Pennsylvanians.
His day-to-day responsibilities also include client management and lobbying disclosure compliance for the firm’s clients which gives him a unique opportunity to work with all of our clients and their varied interests.
He also manages the political action committee for a large state-based client that serves as a model for their political action committee activities in other jurisdictions.
Rick Teetsel
Board Secretary
Rick Teetsel serves as the Board Secretary. Upon his retirement from TD Ameritrade in 2006, Rick spends his time volunteering and hiking the Appalachian Trail.
Liz Parker
Board Member
Attorney Elizabeth A. Parker is an advocate and counselor in all aspects of family law, including divorce, complex support, property distribution, pre-marital agreements, protection from abuse, and child custody. She has been admitted to the practice of law by the Supreme Court of Pennsylvania and the U.S. District Court of Western Pennsylvania.
Prior to joining Raphael, Ramsden & Behers, Attorney Parker practiced family law with an international domestic litigation firm. Ms. Parker received her Juris Doctor from the Duquesne University School of Law where she was the recipient of the Equal Justice America Fellowship. Through this fellowship, she worked with the Neighborhood Legal Services Association to aid and represent victims of domestic violence. She earned her baccalaureate, magna cum laude, from Temple University in Philadelphia, Pennsylvania, and was inducted into the Phi Beta Kappa Honors Fraternity.
Liz continues to lead educational workshops and provide guidance for the students in the judicial branch of this program.
Deb Curcillo
Board Member
Deb Curcillo was born and raised in Dauphin County, PA, Judge Curcillo graduated from Central Dauphin High School before attending Dickinson College. She graduated from Delaware Law School of Widener College in 1987. Judge Curcillo immediately entered the Dauphin County District Attorney’s Office where she made a career prosecuting domestic violence crimes, and sexual violence against women a priority. She was a Deputy District Attorney from 1987-1994 and a Chief Deputy District Attorney from 1994-2009. While a District Attorney, she was also an instructor at the Municipal Police Officers’ Education and Training Commission. In 2009, she was elected Judge of the Dauphin County Court of Common Pleas. Her current assignments include criminal court, adoptions, and emergency guardianships.
Judge Curcillo is married to Joseph A. Curcillo, III, Esq. and together they have two wonderful daughters. She is a member of Holy Name of Jesus Parish.
Jon McCreary
Board Member
Jon McCreary is an alumnus of the PA Youth and Government program, and an attorney with Jones Day in Pittsburgh, PA. He grew up in Butler, Pennsylvania, and has been involved in his local YMCA throughout his entire life. Jon serves as the Program Committee Chair and is the lead volunteer for our Judicial Program.
Jonathan Koltash
Board Member
Jonathan Koltash was appointed Chief Counsel to the Pennsylvania Health Insurance Exchange Authority in December 2019. He is also an adjunct professor at Widener Commonwealth Law School and Central Penn College. Mr. Koltash is an active member of the Pennsylvania Bar Association (PBA). He currently sits in the PBA’s House of Delegates and serves as the Chair of the Government Lawyers’ Committee. He is currently serving as the Treasurer of the Pennsylvania Bar Institute, Secretary of the Federal Bar Association Middle District Chapter, a member of Widener Commonwealth’s Board of Overseers and leadership in the James S. Bowman Inn of Court. Mr. Koltash received his B.S. in Finance and Economics from the Pennsylvania State University and his J.D., cum laude, from Widener University Commonwealth Law School.
David Tive

David, Tive Lobbying Group (Ret.) has volunteered for Pennsylvania Youth and Government for nearly 40 years. In his primary role as Parlimintarian, David works with our Presiding Officers each year as they are they are tasked with leading legislative sessions in our Model Government activities.

Irene recently retired serving as the Prothonotary of the Supreme Court of Pennsylvania and is a long time volunteer for PA Youth and Government.

Bruce Nilson
Board Member
Bruce Nilson was born and raised in Harrisburg, PA where Pennsylvania Youth and Government first opened his eyes to politics. A graduate of Bentley University with a B.A. in Public Policy, Bruce worked for Governor Mitt Romney’s presidential campaign in both 2007-2008 and 2011-2012. From 2008 to 2011, Bruce worked for Governor Romney’s political action committee, Free and Strong America. Previously, he worked for MA Lt. Governor Kerry Healey’s 2006 gubernatorial campaign. He and his wife Nancy reside in Camp Hill, PA.
Linda Lloyd
Board Member
Linda Lloyd was appointed the Director of Hearings and Appeals in July, 2007 after a year as an Assistant Chief Counsel in the PGCB’s Office of Chief Counsel. Before joining the Gaming Board, Ms. Lloyd was a Senior Deputy Attorney General in the Pennsylvania Office of Attorney General’s Civil Litigation Section for six years. Previously she served as law clerk with the Honorable Jim Flaherty of the Commonwealth Court of Pennsylvania and as Assistant Counsel to the Pennsylvania Unemployment Compensation Board of Review. Ms. Lloyd received her law degree from the University of Pittsburgh School of Law and her undergraduate degree from Juniata College.
